Adobe just released Photoshop Express, a FREE online version of Photoshop. It's still a Beta, but like most public betas these days it's quite stable.
Before you hurry to uninstall Photoshop from your computer in favor of Photoshop Express, you should take into account the Express in its name - it's a greatly scaled down version of Photoshop. It has fewer features than Photoshop Elements even. But if you want to edit your images or add simple effects to them, Photoshop Express appears to be a decent option.

Photoshop Express is Flash-based. It reminds you of Buzzword, Adobe's online word processor. The user interface is very intuitive and easy to use.
Photoshop Express is meant to be an online shareable gallery for your pictures. It comes with 2GB of space and a custom URL for sharing your picture albums. It even generates embeddable HTML if you wish to embed your slide shows on a web page. But for those of you who don't like Office Live Small Business's built-in image editor, Photoshop Express is an easy-to-use option for editing, retouching, and modifying your images.
